the restoration of Ukraine’s sovereignty, territorial integrity, security,
economic and energy viability, and long-term strategic trajectory – events
that will be analyzed for decades to come. At this time, I can offer the
observation that the long-term strategic, enduring partnerships built and
maintained over time by FAOs, informed by their expertise in: history,
culture, language and economics; security assistance/security cooperation
understanding that leads to affordable, sustainable, and employable
capabilities; host-nation capabilities, interests, absorptive capacity, and
intent; dominant threats to regional and international peace and security;
and vital U.S. interests, are foundational to success or failure. Here in
Ukraine, our FAOs are not only providing support to security assistance,
end use monitoring, and planning to enable Ukraine to win the war, FAOs
are also setting the conditions now to win the enduring peace.”
